VeChain Builds Government Traceability Platform For The Ongnuid Banner Region, Inner Mongolia, China

Since its first policies emerged in 2004, the Chinese government has been keenly focused on enhancing the supervision, traceability and safety of its national food and beverage industries. The focus on this critical sector has only grown since, with successive policy updates increasing industry benchmarks to ensure high standards and eliminate instances of fraud and food-borne illness.

In more recent years, emphasis has been placed on the incorporation of cutting edge technologies such as blockchain, IoT and Big Data, with regional governments tasked with designing comprehensive systems incorporating these elements.

Regional Governments Answer The Call

In January 2020, the Digital Agriculture Rural Development Plan (2019–2025) was published by the Ministry of Agriculture, a body under the central Chinese government. It clearly stated that blockchain technology should be adopted and implemented to meet the requirements for the development of the agricultural sector (区块链=blockchain).

Relevant policy text:

Key excerpt: “Accelerate the development of agricultural regions and large-scale breakthroughs in core technologies such as large-scale networking and on-chain/off-chain data collaboration, strengthen research on the standardisation of agricultural blockchains and promote the application of blockchain in agricultural resource monitoring, quality and safety traceability, and rural areas.”

In 2021, the government further strengthened the directive via the Fourteenth Five-Year Plan, emphasizing the importance of rural development and modernization while addressing unbalanced regional development.

In 2016, the Inner Mongolian government issued a provincial policy marking the start of efforts to construct an interoperable traceability system. In late 2020, the Bureau of Market Supervision and the Bureau of Agriculture and Animal Husbandry opened the initiative for bidding, design and development. In early 2021, VeChain was commissioned to build the government’s traceability platform.

In early 2021, the rice, millet, sunflower, beef and lamb of Ongnuid Banner region were approved as geographically landmarked products. Accordingly, VeChain’s blockchain solution will be applied to these products on an ongoing basis. The Bureau of Market Supervision and the Bureau of Agriculture and Animal Husbandry will also rely on the traceability platform to support outstanding local enterprises, cultivate rural brands and demonstrate the quality of products from the region.

So far, 12 enterprises have been successfully connected to the agricultural traceability platform, the first batch of merchants to be empowered by the platform.

The success of the initial roll-out vindicates the cost efficacy and capability of VeChain’s solution, as well as its adequacy in meeting stringent government policies. Consequently, the platform will welcome additional companies and product lines in the coming years. In terms of network activity, the platform is expected to be consistently second only to Walmart’s traceability platform, with transactions generated at every step of the process.

As pioneers, VeChain’s solution serves as a benchmark and inspiration for regions across China looking to build traceability platforms of their own in line with government policies.

There is an offline event on December 24th to showcase the platform with a call to action for companies and regions to participate and develop their own.

Ongnuid Banner Traceability Platform Overview

Below, we share some insights into the Traceability platform dashboard from various stakeholder perspectives to help contextualise the multi-tiered benefits across the production chain.

Government:

The regional government gains oversight of details from across the supply chain, including location of enterprises/factories, marketing/sales/distribution of products, quality assurance data and additional information such as warnings or news on products, for example, in the case of product recalls, enabling a rapid response.

Enterprise:

Enterprises can log in and manage the entirety of their product ranges on-chain, uploading data associated with operations from across the whole supply chain as well and review historical data.

The platform was purposefully designed to be simple to join and operate, with clearly labelled catalogs and instructions that serve to significantly lower barriers for rural businesses. Vechain’s ToolChain™ makes mass adoption of blockchain possible even in rural environments, a technology often associated with high complexity.

Consumers & End users:

For the end user, there is a highly detailed landing page that provides an overview of company profiles, product details, the process of production, quality test reports, traceability of ingredients and the item’s on-chain TXID.

VeChainThor — The Future of Traceability

The successful implementation of a scaled, real world application in the Ongnuid Banner region demonstrates, once again, VeChain’s uniqueness in its level of technological maturity and readiness. As the inevitable shift to blockchain-based data management practices picks up pace globally, VeChain stands open-armed and ready to embrace the tidal wave of business opportunities that approaches.

We hope you are as excited for 2022 onwards as we are — it’s going to be a wild ride!
